Baxnaano Project – Banaadir Regional Administration (BRA)

The Baxnaano Project under the Banaadir Regional Administration (BRA) is a regional implementation of Somalia’s national social protection and safety net program aimed at supporting poor and vulnerable households across districts of Banaadir Region. The project delivers regular cash transfers and shock-responsive assistance to enhance household resilience, improve food security, and reduce extreme poverty in urban and peri-urban communities.

Project Purpose

The primary objective of the Baxnaano Project in Banaadir Region is to protect vulnerable households from economic hardship and recurrent shocks, while strengthening social stability and supporting inclusive urban resilience.

Key Components

1. Cash Transfer Delivery
   Provision of predictable cash assistance to eligible households through secure digital payment systems, enabling beneficiaries to meet basic needs such as food, health, and education.

2. Targeting and Beneficiary Registration
   Identification and registration of vulnerable households using transparent and community-validated targeting criteria in coordination with district administrations.

3. Shock-Responsive Support
   Scale-up of cash assistance during emergencies such as droughts, floods, price shocks, or displacement affecting Banaadir communities.

4. Community Outreach and Sensitization
   Awareness-raising on project objectives, eligibility criteria, payment processes, and beneficiary rights and responsibilities.

5. Grievance Redress and Accountability
   Establishment of accessible complaint and feedback mechanisms at district and community levels to ensure transparency, fairness, and responsiveness.

6. Coordination and Institutional Strengthening
   Strengthening coordination between BRA, district authorities, community committees, and national institutions to ensure effective implementation and alignment with national social protection systems.
