Background & Context.

 

 

 

Benaadir Regional Administration, popularly referred to as Mogadishu municipality, is the capital of the Republic Of Somalia. The city, governed by a mayor, is divided into 17 districts. And three communal Districts are Abdiaziz, Bondhere, Daynile, Hamar- Jajab, Hamar-Weyne, Hodan, Howl-Wadag, Hiliwa, Kaxda, Karan, Shangani, Shibis, Waberi, Wadajir, Warta Nabada, Yaqshid and Dharkenley other three communal are Daru-salaam. Gubadley and Garasbaley.

 

 

Summary of Outreach Assistant at BRA TOR/ Job Responsibilities

 

  • Draft outreach activity plans in coordination with the support of the units and departments in Banadir Region and Mogadishu Municipality (BRA/MOM)..
  • Organize and co-facilitate workshops, forums, and meetings on the federalism and state-building reconciliation stabilization agenda.
  • Work closely with the BRA unit for reconciliation and stabilization in developing the communication strategy with targets for the Banadir state of Somalia.
  • Promote information sharing and coordination between DGs and other relevant state actors.
  • Participate in the BRA’s baseline study on the state of federalism, peacebuilding, and state formation to decentralize governance in the Logacl government of Mogadishu
  • Arrange consultative meetings on the establishment of a technical committee and state-building and district agendas.
  • Draft event reports and minutes of meetings on the unit agenda;
  • Support for enhancing BRA state formation and council districts through CSO involved
    • Public education about federalism
  • To provide BRA districts with a plan for community development and prepare the draft of district reconciliation plans.
  • Organize, coordinate, and assist in consensus building and community dialogue.
  • Develop monthly progress reports, activity reports, and other reports as required.
  • Ensure that his or her efforts and work comply with the principle that reconciliation and stabilization efforts are Somali people-owned and authorities-led.
  • Ensure to file properly all operation documents related to the SRSP project and keep them updated on a monthly basis
  • He/she will work on the operation and will prepare a monthly to the program.
  • This position is relevant to lighting from UNDP and partnership with BRA to support the reconciliation and conflict resolution to BRA from the new program SRSP

 

 

Recruitment Qualifications and Competencies.

 

Education:  Bachelor’s Degree or equivalent in Political Sciences, Public Administration International Relations, Social Sciences, or Strategic Studies. A Master’s degree is an advantage.

 

Experience:

 

 

 

  • At least three years in operations, strategy, policy, planning, and management is preferable. Experience in and knowledge of solving conflicts of the context at BRA and proven record of reconciliation.
  • Underhand policy and strategy reconciliation and democratization is a distinct level advantage.
  • An understanding of international engagements in Somalia
  • Experience in leading processes (seminars, working groups, etc.)
  • A full understanding of Somali culture and political complexities, including Somalia’s Federalism model and reconciliation
  • A good knowledge and understanding of how donor support works and the reporting requirements.
  • Previous experience working in Somalia would be an asset.

Language requirements:

 

English intermediate or Fluent in written and spoken Somali and English
